Howie Harp Plaza is an occupied multifamily housing community located in Oakland, California. Originally constructed in 1995, the property consists of 20 residential units across two buildings organized around a shared central courtyard. The five-story complex includes a mix of two- and three-bedroom units, serving long-term residents within an active urban neighborhood.

CONCORE was engaged to manage a comprehensive building rehabilitation focused on extending the life of the asset while minimizing disruption to residents. The renovation includes targeted improvements to the building envelope, common areas, and core building systems, requiring careful planning, sequencing, and on-site coordination in an occupied setting.

Work at the exterior addressed performance, durability, and weather protection, while interior upgrades within common and service areas improved safety, functionality, and long-term maintenance. Special attention was given to tenant safety, temporary access planning, and daily site controls to ensure uninterrupted building operations throughout construction.

This project highlights CONCORE’s ability to successfully manage complex renovation work in occupied multifamily environments, balancing technical execution with resident coordination, safety, and schedule control—an essential capability for long-term asset rehabilitation and reinvestment projects.
